Technological changes undermine the former necessity for air traffic management (ATM) monopolies. Opening the market to competition may be worthwhile.
ATM services traditionally have been national monopolies, partly because of the high infrastructure costs. The historically national character of ATM has led to the inefficient situation whereby Europe now has many separate services.
